The Kahnawà:ke Legislative Commission (KLC) wishes to inform the community that the final Regulation (Regulation Concerning Dispensaries and Dispensary Licences) for the Kahnawà:ke Cannabis Control Law was enacted at a duly convened Council meeting held 4, Tsothóhrha/December 2023, by Mohawk Council Executive Directive #80/2023-2024.

The Regulations for the Kahnawà:ke Cannabis Control Law are now published and can be found at the following links.

AMENDMENT TO THE REGULATION CONCERNING PRICES, ROYALTIES AND CONTRIBUTIONS FOR THE Kahnawà:ke CANNABIS CONTROL LAW

The Kahnawà:ke Legislative Commission wishes to inform the community that amendments were made to the draft Regulation Concerning Prices, Royalties and Contributions for the Kahnawà:ke Cannabis Control Law (Regulation), which was previously posted last October.

The Kahnawà:ke Legislative Commission wishes to inform the community that amendments were made to the draft Regulation Concerning Prices, Royalties and Contributions for the Kahnawà:ke Cannabis Control Law (Regulation), which was previously posted last October.
The amended Regulation will be posted for a 30-day feedback period commencing today, July 23, 2021, and ending on August 21, 2021, at 4pm. Feedback will ONLY be accepted within the following two amended areas:

• The definition section for the term “gross revenue”; and
• Section 23 – 25.

Upon completion, the Cannabis Control Board will review and analyze the feedback received.

CANNABIS CONTROL LAW REGULATIONS FEEDBACK REPORT NOW AVAILABLE FOR VIEWING

The Kahnawà:ke Legislative Commission wishes to inform the community that the Feedback Report for the draft regulations for the Kahnawà:ke Cannabis Control Law have been reviewed and analyzed by the Technical Drafting Team and are now available for viewing.

The feedback was compiled during the 30-day review period of the draft regulations that took place from October 8 to November 10, 2020.

The Technical Drafting Committee is now in the process of finalizing the regulations. Once finalized, the regulations will be tabled for enactment.

The Kahnawà:ke Cannabis Control Law was enacted on December 10, 2018 as a means to protect the health and safety of the community, to protect the youth by restricting their access and exposure to cannabis and cannabis by-products, and to deter illicit and illegal activities in relation to cannabis on the Territory. The regulations are a necessary component to the implementation of the law.

Reminder – 30-day Feedback period for Cannabis Control Law regulations ends next Tuesday

The Kahnawà:ke Legislative Commission wishes to remind the community that the 30-day Feedback period for the draft regulations for the Kahnawà:ke Cannabis Control Law will conclude on Tuesday, November 10 at 4pm.

Upon completion, the Cannabis Control Board will review and analyze the feedback received.

The regulations are a necessary component to the implementation of the Law, which was enacted on December 10, 2018 as a means to protect the health and safety of the community, to protect the youth by restricting their access and exposure to cannabis and cannabis by-products, and to deter illicit and illegal activities in relation to cannabis on the Territory.

Cannabis Regulations Survey results

The survey, which was conducted both on-line and via telephone interviews from late July to early August, was used to gauge opinions on various aspects of the Regulations such as location, number of permits, consultation and products. Overall there were 370 participants, with 204 random telephone surveys conducted by an independent contractor, and 166 surveys completed online.

Formal Reading of the Kahnawà:ke Cannabis Control Law

The Formal Reading of the Kahnawà:ke Cannabis Control Law took place Tuesday, December 4th and was read in its entirety, followed by the signing of the Certification of Process by Ietsénhaienhs Rhonda Kirby and, KLC Coordinator Leslie Skye, Technician Dennis Diabo, and KLC Community Representatives Keisha Goodleaf and Vernon Goodleaf. Final Reading of Kahnawà:ke Cannabis Control Law tomorrow (Tuesday)

The Formal Reading of the Kahnawà:ke Cannabis Control Law will take place Tuesday, December 3rd at 10am.

The stage of the process is being pre-recorded for later broadcast on Paul’s Cable and this website, as well as other social media platforms. It will be made available shortly.

Draft Kahnawà:ke Cannabis Control Law First Hearing tuesday, November 20th

The First Hearing for the proposed Kahnawà:ke Cannabis Control Law will continue Tuesday, 20 Kentenhkó:wa/November 2018.

This will be the second meeting in the First Hearing phase of the Community Decision Making and Review Process. It is scheduled to take place from 6pm to 8:30pm at the Community Room located at the Peacekeepers Station.

Extra Feedback Period for Proposed Kahnawà:ke Cannabis Control Law

An additional one-week community feedback period begins for the Proposed Kahnawà:ke Cannabis Control Law. The extra Feedback period was instituted as a result of community input at the recent Information Sessions held on the proposed law. The Feedback period will end next Thursday, 6 Seskehkó:wa/September 2018 at 4pm.
Feedback can be submitted online or by speaking directly to Kenitsénhaienhs Rhonda Kirby or Gina Deer, or MCK Technician Dennis Diabo at 450-632-7500.

Kahnawà:ke Cannabis Control Law Information Session

Information sessions are scheduled for the proposed Kahnawà:ke Cannabis Control Law for 21, Seskéha/August and next Tuesday, 28 Seskéha/August.

The meetings will be used to explain the rationale for the proposed legislation, the current draft of the law with community feedback changes, and the upcoming Community Decision Making and Review Process (CDMRP) hearings.

The Draft Kahnawà:ke Cannabis Control Law has been re-posted with community feedback changes incorporated. All the submissions received during the 30-day feedback extended period (April 11, 2018 – May 25, 2018) were studied by the Technical Drafting Committee, and as a result, there are a number of changes to the draft law. The revised draft law with the various comments and proposed amendments received from community members and organizations is now available for viewing.

A community hearing will be scheduled in the near future where all community members will be invited to further discuss the law.

Kahnawà:ke Cannabis Control Law

The draft Kahnawà:ke Cannabis Control Law is now posted for viewing on the Legislative Listing page and has now entered the 30-day Feedback Period, which will conclude on Friday, 25 Onerahtohkó:wa/May 2018.

Feedback can be submitted in writing or by telephone to Ietsénhaienhs Rhonda Kirby, the Mohawk Council of Kahnawà:ke Technician Dennis Diabo, or by completing the Feedback Form.

A Frequently Asked Questions document is also available for review.

The KLC had received two separate proposals for a legislation (from community member Jeremiah Johnson and the Mohawk Council of Kahnawà:ke) in October 2017. By process, the KLC submitted a request for categorization to Chief & Council and, on 6 Kentenhkó:wa/November 2017, it was announced that the proposed legislation was confirmed as a ‘Type II’ law (laws that are regulatory in nature) in the Community Decision Making Process.
